Operation: Safe Community (OSC) is a crime-reduction initiative of the Memphis Shelby Crime Commission and Memphis Fast Forward. The current five-year plan (2012-2016) includes five goals and 26 strategies. Goal #3 states, “Reduce blight, problem properties and crimes in apartment complexes.” An action plan calls for expanding agrements with apartment complex owners, including a certification process. That is the responsibility of Safeways.
